Postcard and Brochure Design

We are looking for a talented graphic design professional to create postcard mailers for 3 separate areas of our business (Wage & Hour, Employment, Damages). They should be an 8.5 x 11 folded down to an 8.5 x 5.5 – design on inside and outside.
I have attached an outline for the first postcard (Wage & Hour), along with a design that has been done, but we weren’t very impressed with. We feel like it’s missing something. We want a sophisticated design with white space, but we also want it to look professionally done.
The picture of the team needs to be fairly prevalent (like the attached design) and the same content should all be included. Once we have the design set, we can move on to the other two versions.
