Auction / Bidding site for legal services in the UK

Need a website which is essentially an auction site for legal services. If a freelancer script could be used then i would be much more happier with that.
People will give a brief description of their situation , with the ability to attach photo and documents (again like freelancer).
I will need both solicitor and claimant login profiles:
- The claimant will have the privileges of 'an employer'
- The solicitor will be 'the freelancer'
The design needs to be smart all white with slight shadow
