PHP MVC Website need audio converting and uploading optimization - open to bidding

I have a PHP site in codeignitor framework. In that site. There is a recording module which is js based. After 1 minute of recording when i stop [login to view URL] starts converting it to .mp3 format and upload the recording file to server. that is slow and take time. I need a person to make is fastest so that for 1 minute duration of recording it should take 10 second to do process.
Please see the video attached and the files which are used to record and convert into mp3.
I found a faster uploading plugin which is in [login to view URL] but it is not processing the recording up to 30 seconds
