Build Me a VPN APP using HTTP Connect Method which will work through SSL

I need a vpn app which is need to build using technology called "HTTPS Proxy (HTTP CONNECT METHOD through SSL). For this app, Proxy Server also need in Java. it will be a custom build project not opensource. As i know openvpn has this feature too but now i am not planning to use openvpn at all.

i need this vpn as simple as possible.

Proxy App:

VPN (virtual private network) Android App using HTTP Connect Method through SSL and Simple (only) user login system using RestAPI (php) and MySQL database from Linux Server.

Proxy Server:

HTTPS Proxy Server using CONNET Method to handle proxy app's connection (request/response) through SSL in JAVA.

above EXAMPLE vpn proxy app and server handle only http get method and works well BUT i need HTTP Connect Method which will work Through SSL,,,, i mean HTTPS Proxy. hope you understand. Please write in your bid request ""HTTP CONNEC METHOD" so that i can understand you read it fully and really understand what exactly i need.
