Need help to finish a java app that works with USB 3G/4G modem

I have an app in java that monitors a usb modem with a sim card and it actions some processes when an inbound phone call is detected.
I need to make some alterations to the application but dont have time to complete. This application is a java console app, but later I would like to add a simple gui to it.
I would like to work on a per hour rate as work and project requirement will change, and would also like a freelancer that can also do other ongoing tasks on other projects.
Although this project is java it would be great if you also have skills in any of these language: coldfusion, python or actionscript
