simple javascript job

simple SMALL job for anyone who knows javascript:
1. need to have an image on the page that changes to different images at set times - times could be hours or minutes i.e.: could be 7:10 am have one image then 7:11 am changes to another image.
2. times are user based not server based.
3. the images should act as hyperlinks
4. if no image is set for a time, it should display a default image
5. image needs to update every minute (not refresh the whole page) i.e.: <body onload = "chgbg()"> .... // update time (hour) every minute
4. must clearly explain how to implement the code using dreamweaver.
Job 2:
need a simple way for the admin to upload new images (with links) and set times for the above using cms
