ADULT WORDPRESS - cannot add new plugins

I had issues with my cpu being %100. I hired people to fix this, and it got fixed. But since then I have had issues with uploading images, and now I cannot upload new plugins. I get the message

Installation failed: Could not create directory.

I have tried changing permissions but still no luck.

I have no idea what the people did to my site when they fixed, so I would like someone to go over it and get everything working correctly, and set up good security.

IMPORTANT - My site does not have cpanel, or anything like it. It's hosted on digitalocean and everything must be done through SSH. It's using ubuntu.
