Android+Windows mobile business app camera+barcode recognition

This is about and Android / Windows Phone app and hence most likely phonegap. (right now we don't need iPhone but that could likely be different in a year).
Purpose is to provide good quality images for internal order documentation and proceedings.
The app should communicate with a data api, recognise barcodes (2of5 + QR) and allow user to take camera pictures and post them to server.
Attached document shows requirements and milestones.
It contains a functional prototype made by a non-mobile developer, hence the app does of course not need to look exactly like that.
I am looking for quality code and well structured sources.
Milestone 0 requires you to send your sources for a very basic version of this app for quality review, if you are not OK with that then don't bid.
When this project is finished and handed over we want to be able to do small adjustments ourselves.
