Need company with excellent .Net experience to develop online health system. This project will require you to learn and understand all aspects of developing a HIPAA Compliant Medicare and Private Insurance Billing Application, HL7 Compliance ([url removed, login to view]), and ANSI 12 837 electronic billing development guidelines ([url removed, login to view]). You will be developing a .Net Web-Based application that can be hosted on the web and modulized for different companies to have their own version. In other words, they will be able to manage their patient treatments and billing securely online independently of each other. Each company will be able to have their own version to work with. They will be able to log in to a web site and then be migrated to their application once authenticated. This will be hosted in an ASP enviornment (Application Solutions Provider). To win this bid, you must first research the home health care industry, its software features offered, Medicare Billing, Medical Billing, HIPAA Compliance when it comes to all of this, HL7 compliance, and the medical industry in the U.S. overall. You must have a clear understanding of it. You must study the features offered in Home Health Software and have a clear understanding of it. Development of the application involves creating a patient management system. I will provide a document to the winning bidder for all such looks, data flows, and similar screens. If I think you are highly qualified, I will try to give you access to a similar site that offers the functionalities I need. Plus I will have additional functionalities added. Must implement all fields of Haven software and have the ability to export data to populate Haven. You can obtain the Haven Software from [url removed, login to view] This application will contain a web based version of Haven implemented in the application that can also generate an export file to populate the actual Haven software database. In addition, electronic submission of the web based version to different state offices should be implemented. Many documents can be downloaded from [url removed, login to view] Look at the OASIS, HAVEN, and Section documents mostly. In addition to the web site, I want a laptop piece of the software that can have a file exported to the web to import patient data for the OASIS (Haven Format). You may search CMS or other medicare related web sites ([url removed, login to view]) for the Haven software. This will be a .Net (VB) installable version that can upload such info to the web site for data population. So, also do such research on OASIS. MS SQL performance is a must. You must thoroughly understand MS SQL 2000 and its performance issues. Rather than depend on the code to just query the database, I would like good structured Stored Procedures to do the work load so that SQL is optimized. You must know and understand database optimization. This application needs to be fast so that those with slower speeds can pull such data easily. Those with faster connections can go through the application swiftly. This project also includes Search Engine Optimization and Interface Design. So, keep all in mind. This will be a long term project once the intitial work is done (continues updates due to law changes). Security is a must. You must be able to consult with me on Security issues (due to HIPAA laws). In addition, you must document all code from ground up and provide a final user's guide for using the program. Once the project bid is won, we can talk about future enhancements and future payments for ongoing programming (and maybe ongoing helpdesk support). So, the winning bidder will have a long term relationship with us. I am looking more for companies rather than a single programmer. In addition, if you win this bid, you will be front line for a Medical Office Application later this year that I will have developed. You must provide 3 references of past work with .Net and MS SQL on major projects. This is a must. If you cannot show such references (minimum of 3), please do not bid. If you do not show that you have a thorough understanding of the project, I will not communicate with you or select you as a winning bidder. So, prior research is a definite plus. Most companies have installable applications. I would like mine to be a .Net web based application that looks like an installable application. Payments Upon winning the bid, I will give you a document containing all such details of the project. I will require that you provide me with a Project Analysis, Design, and Detailed Specifications Document of the work to be done. This Project Plan will detail your work (by dates) for completion of such tasks. You will be paid according to the project plan on a monthly basis. Do not bid with a 30 day completion date. This project will take a minimum of 90 Days from my estimates. Once 10% of the project is completed, you will be paid 10% of the winning bid. An additional 20% will be paid after 40% completion of the project is done. Another 20% will be paid after a successful 70% of the project is done. The rest will be paid in full once the project is fully completed, tested, and verified that no bugs are in the code. Bug fixes found within 1 year will be fixed at no extra costs. Once I think that you are serious and qualified, I will give you a website with username and password to go in and see a similar site with the features and enhancements that I want. The biggest part of this project will be developing electronic billing aspects with the ANSI 837. Once the project is won, I will give you two full weeks (after the project plan is completed) to study upon the market enough on Home Health Software, ANSI, HIPAA, and Haven to fully understand and code properly from ground up for the application. You got to have a clear understanding of the industry. I will be getting much documentation prior to this bid's end to have ready to provide to you, but you must be proactive on the front end as well to even win the bid.
