Advanced News Section required for existing website

We are looking to add an advanced News section to our current website.
This new section must be integrated to the existing website, ensuring that the same look and feel is maintained.
The existing website is a lead generating website and this theme must be maintained throughout the news section.
The news section will have many categories and the CMS must allow admin to add new sections at any time, edit news releases, easily download stats for each company and edit company details etc.
Users can create their own account quickly and easily - this will be integrated into the existing admin section on the current website. They can make their own company profile which will allow for unlimited copy, videos, brochures, show all press releases they have a quick and easy contact form etc
Press Releases can be added to the site by users on a free or paid for basis - if free no contact details will be shown and they will have to pay to receive enquires. If paid for, all contact details will be shown and there will be no cost for receiving enquires.
We would like to offer PR agencies the option of creating their own account whereby the can set up new client accounts and add their press releases on their behalf. Agencies can buy set packages to have all of their clients releases added.
Every free press release added must be verified by admin to ensure no contact details are displayed
It is essential that this news section is built as SEO friendly as possible to ensure a high volume of traffic, following googles guidelines for submitting to their news eg google news site map and each release will have a title tag taken from the headline, and will allow the user to add their own meta data, H1,2,3 tags etc. and all images will have alt text - which the user will have to add - taken from the caption.
We would like to offer an advanced advertising option - similar to how facebook adverts work as well as top of page banner advertising opportunities.
The basis for the website is a Microsoft SQL Server database
Front-end programming is done in Microsoft development languages, ASP and ASP.NET & Web 2.0.
