I need a programmer/designer with experience of working with PHP/CSS and MYSQL databases to integrate an overall design making my whole site cohesive in look and feel

My project is a Web 2.0 type site offering 4 different hosting services linked from the homepage. They are.
Videos=[url removed, login to view]
Images=[url removed, login to view]
Bookmarks=[url removed, login to view]
Blogs=[url removed, login to view]
The videos and images hosting run on paid scripts (videos=flickscript, images=photospit) and the bookmarks and blogs run on open source scripts (bookmarks=scuttle, blogs=wordpressMU). Each service runs a separate PHP script and MYSQL database in it's own sub domain.
I have the design for the homepage but need to integrate this into the 4 sub domains through each separate style sheet. I also need the design to be cross browser compatible. For example I need it to look the same from IE5.5 onwards and in Firefox
I need a small amount of PHP programming to enable a single �Sign Up' procedure from the homepage for all 4 services (databases) in terms of username and password. At the moment each script has its' own registration page. I will provide full FTP and admin access for all scripts/domains. The homepage needs a �Sign In/Register' link at the top right of the page above the horizontal navigation.

For images script ( I am in the process of installing and will rely on your judgement for integration of design)
At the end of the day I need each site header/navigation/main content area and footer to look the same whilst retaining it's own individual functionality.
I need this project completed as soon as possible as I have lost already lost $250 and a delay of three weeks due to a programmer who has ripped me off and I stupidly paid for first so have decided to invite you only as you have the highest, most successful feedback rating on scriptlance
