Deleted domain/Dropping domain API purchase script - I need to purchase domains the exact second they expire!

I need a script made up that will auto purchase domains through API with namecheap/dynadot etc - wherever works fastest, even a custom solution.
Something like this: [url removed, login to view] - however this doesnt work, it's a dud script really.
I will provide a list of domains that are expiring tomorrow and this script will constantly check the domains for availability, every second - then auto purchasing the very second they become available.
I want to beat all of the other registers/drop catchers, we need someone who understands the concept and has ways to improve the speed and reduce the latency between requests and be in front of EVERYONE for these domains.
