Create a custom quote form in Magento which sends to site owner to create invoice

I'm hoping there are extensions out there I'm not familiar with which can accomplish this easily.
Here are the action items in the order they happen
1. Create a new section in the frontend account page, this will be accessible through the left navigation labeled "Custom Work"
This area will show all previously submitted quotes and their statuses. Along with links to "Request New Quote"
2. The "Request a Quote" when clicked will show a form, it will have a few fields to fill in, along with a couple of drop downs and an option to upload one or more images
3. Once this form is filled out and submitted it is sent to the site owner along with a copy back to the sender for confirmation. In the "Custom WOrk" page status it will appear as "Requested"
4. The site owner will need a backend interface to view these quote requests and and submit an invoice to the customer with images and product information. Changing the status to "Quoted"
5. Site owner would like the ability to send multiple options, essentially 2 quotes in one
6. Customer can approve one of the two quotes/invoices and pick to pay through paypal or COD
