Wordpress theme editing needed

We have vantage directory theme has a function that lets someone purchase a listing and then pay a fee to feature that listing on the homepage for on fee and on the category page for another fee. But, if they are listed on 6 categories it charges a flat fee for the category feature and feature them on all 6.

I need them to have the option to list for free in as many categories as they want and then pay a fee for each category that they decide to upgrade to feature level.

So i could have 20 categories. They decide they fit in 7 of them. They list for free in 5 and feature in 2 and get charged the fee X2. Or, they list in 7 and feature in 4... or whatever they decide...
