Create a WordPress Template

We are looking for someone to create a Wordpress Theme for a website that is already set up.
We want the theme to be the exact same as the design (provided with screenshots and a .PSD file).
This theme does not need to be responsive.
We need the following type of pages :
- homepage (which is a list of articles. This is also the "default" layout page.)
- single article page
- contact page (with a simple form)
We also want to use :
- a tag page (clicking on a tag links to a list of articles with the same design as the homepage)
- a list of articles from one author (links to a list of articles written by this author with the same design as the homepage with an added "about the author" zone above the list)
This theme is using a fixed sidebar to navigate (similar to the "Twenty Fifteen" default WP template ). This sidebar contains :
- the logo
- a link to a page on the website (and not an article.)
- a search field
- a list of tags
- a list of most read articles (called "les plus lus")
- a menu (towards categories of the site)
- a list of the different authors of the website with a picture and a link to the list of articles they have written
All these items are divided in several blocks each having a title.
The theme also has a right area/mini-sidebar which will allow us to post pictures (with links) for the list of article layouts and social share buttons in the single article page. (see the screenshots for more details).
