Get the average rates for currencies between dates from the ECB API

I need to get the exchange rates between a given set of currencies:
GBP, EUR, CZK and PLN. For example:
GBP => EUR
EUR => GBP
CZK => EUR
EUR => CZK
etc
(i.e every variation)
The API is:

I've tried to get my head around their wording, but I can't make sense of it. I need someone who can help me with a basic PHP/Perl script that will spit out the exchange rates I need.
