Need simple python code using "cplex" and/or "openopt" libraryyy

The task is to write a code in Python that implements what is written in '[login to view URL]' file. I am suggesting you use CPLEX or OPENOPT. I will attach other files too.

P.S omegga file contains only part of the data, 17mb, (the full one is 700 mb).. So it is about 3 date periods, out of 120... i can send you the full file
