Create a Wordpress layout

We are looking for a individual who can create and design a layout for a wordpress site. The content is already available on an installed word press platform and this individual would be for responsible for creating the layout only.
A creative brief will be provided to assist with development.
The template must conform to the following:?
* Web template should conform to web standards including but not limited to XHTML, CSS, RSS ATOM XML
* Web template CSS must revert to proper styling for type of media produced. This includes but is not limited to: Print imagery and styles created upon page print request. Accessibility for Mobile Multi-media.
* Flash must not be used where information is provided. It is purely for visual presentation purposes only. Any flash created outside of video or specific advertisements should be produced with flat graphic files as well.
Knowledge of PHP and WC3 standards are an asset for this project.
