Program for Data Retrieval and Analysis in Access or MatLab

Help is needed to develop a financial data storage and analysis program in either MS Access or MatLab. Prior experience with Interactive Brokers’ API will be appreciated.
User: a power-user who knows how to access objects in Access and how to create queries. You don’t need create fancy forms. He will be ok as long as he can create here and there to get the jobs done. The user is not skillful with MatLab, but would like to try it.
Requirements:
(1) Historical End-of-Day Data
- Source data: 7 files on a public web.
- To be linked or downloaded into Access table(s).
- Need easy operation by clicking something to update data daily.
(2) Detailed Day-Time Trading Data
- Source data: via API calls to a 3rd party program. Sample VBA codes will be provided for you to study, copy, and revision.
- User Interface: one or two user interfaces may be needed to enter/select parameters required for API calls.
- Data updating: the program is able to acquire detailed data (by seconds or by minutes) for a single day or for multiple days via looping.
(3) Real-Time Data Importing
Similar to (2), with different API call.
(4) Technical Indicators Calculation
Recommend for purchasing 3rd party technical indicators calculation as add-on to the program. Integrate and develop codes to calculate values for technical indicators.
