Wordpress desgin and implementation

I need a wordpress template being designed and implemented. The template needs to be modern and sleek. The bidders need to have Wordpress experience and must be able to do a very good job in a relatively short period of time. Payment after completion and only once I am 100% happy. The reason for this is I have had people mess me about over payment before.
