IIS based simple web page to run sql query on Oracle DB and save as CSV

I am looking for a freelancer who can help me with a project to create a simple web page that runs an Oracle SQL query and saves the output as a CSV file.
HTML page, should have a Text Area, which will take SQL statement as input, large text upto 5000 char and submit button, upon submit, it will run a .net program to run the input SQL on the Oracle database and save the results a a CSV/excel file.
Purpose of running the SQL query:
- I need to perform data analysis on the Oracle database.
SQL query:
- I already have the SQL query ready, so no assistance is needed in creating it.
Ideal skills and experience:
- Strong knowledge of IIS (Internet Information Services) to set up the web page.
- asp.net or .net C# or similar experiance
- Experience in web development to create the user authentication and real-time data display functionalities.
