iPhone WebApp launcher / wrapper

We need a small native iPhone App that when opened simply opens an existing WebApp from the Internet, preferably embedded. It must also be able to register for and receive notifications. When it receives a notification it must: 1) Display the notification 2) Play a sound specified in the notification 3) Present an option to open the app (which opens the webapp) Actually it is just a small wrapper to add notifications to a WebApp.
