Make simple IDE using C#

Need simple IDE using C# for flashing/programming Arduino Board.
My mean just not interfacing but flashing is to burn .hexa also to microcontroller.
So i dont need anymore Arduino Sketch to program it.
Simple IDE/GUI just make button "ON", button "OFF" and button "Download"
"ON" to make port 13 ON
"OFF" to make port 13 OFF
Program will sent/flash .hexa to microcontroller when i clicked "Download" button.
Need cheaper budget please...
