Arduino Terrarium Control (Humidity, Temp) with Timelapse Camera

For an art project I am looking for a engineer/programmer who can setup a control for a terrarium like box using Arduino or Rasperry Pi or both.
Sensors should include:
*humidity > to control a ultrasonic humidifier
*temperature > to control a peltier element + laptop fan (optional)
Further:
*a display for the data readings (that can be installed in a custom-made housing)
*a camera (USB webcam or other) to make time-lapse images/video and store the files somewhere
*hook up to WLAN and post data to URL or other option (to be discussed)
The project can be based on these instructables, there is code and materials:

Payment will be made with invoice in €.
Materials will be paid separately by myself.
I already own some of the necessary components (based in Germany). Yet depending on where the developer is, it might be easier to buy again or help me with the install remotely.

Hello, I couldn't find an option for connecting with the employer before bidding. For this application I think using two different boards is not an great and economic option, also Arduino is not powerful enough for app 기타
I had done the same project on PIC 16 microcontroller. Doing it on arduino would be piece of cake given so many libraries you can take advantage of.
