Training tracking Database

I am the Director of Nursing for a small company that supports clients with intellectual and developmental disabilities. We have about 100 clients who each live in one of 19 houses with several roommates (of whom are also in our program). There are staff at the house 24 hours per day that help them with their meals, Activities of daily living, and giving medications. Each client is followed by a registered nurse who is responsible for assessing the clients needs, developing a nursing card plan, and training the staff on the skills to care for the clients safely.

I would like userform type interface so that 1) I can add new staff, new clients, new trainings, new houses, 2) so the nurses can log trainings as they are completed, and 3) that managers and nurses can query certain fields to see which staff are current on which trainings, and which clients require which trainings. It does not need to be visually appealing, just a nice clean basic interface (with our company logo somewhere)

I actually think I’d be able to accomplish it access but my company won’t put access on everyone’s computers. Plus I am using excel because our staff are not very comfortable interfacing outside of basic windows type software. I have looked for a commercial product but haven’t found something that i think is customizable. I have been trying to teach myself Excel VBA to build a database with user forms but I can’t learn it fast enough to feel confident that I am building something that won’t crash. I know it is not too complicated but my kung fu is weak in this department.

So I thought I would price out having a professional do in a day what it will take me 100 hours to learn how to do. If this was an app that could be accessible on smart phone that would be ideal but whatever system I want to be able to see the code and understand how it works.
