Change wordpress plugin php code

My wordpress site uses The Events Calendar with WooCommerce Follow Ups. A bridge between these two has been custom developed for us, along with a SMS gateway plug, to be able to send SMS reminders along with the Follow Ups plugin. The original developer is not reachable.
Now I need to change the SMS gateway and therefore need to update the code, along with other maintenance changes.
Problem specifications:
1) Move SMS texting code part to separate and detachable plugin
2) Update SMS gateway code
There will be more tasks for my site along the way. I am looking for a proven wordpress plugin developer with standards of quality and good communication skills.
