Skype automated dialer, recorder and transcriptor

I need to make calls using skype premium subscription to the US phone numbers. 1) It should dial another phone after each phone call ends. 2) Record each phone call 3) Transcript the phone call record even it is a voicemail and it should be exportable to the csv file along the list that I would be uploading to dial phone. 4) auto disconnect the call after 20 seconds when the phone is answered or reach voicemail.
