Windows based application development (ASP, .net. C#, MySQL)

We need an application developed for Access Control. Below is a brief description, complete hardware support will be provided. Background: We are developing a RFID based access control system for a building. Users with a valid membership card can flash the card against the RFID reader. The reader reads the credentials and sends it to a central application over ethernet. The application verifies the credentials and sends a command back to the reader to allow or disallow the user. Both the in and out times of all users will be recorded and saved New users will enroll themselves in a sales counter. The operator at the sales counter collects all the info from the new user, fills a web based form, collects payment and programs a new card with the card writer Users renewing their validity will use the same sales counter. The operator will use the users card to pull up all the credentials, collect the payment and update the payment info An admin will be allowed to add new operators (sales counters) , add or remove (enable or disable reader in turn gates) and generate reports Implementation: Plan is to use a database to save all user information including name, address, phone, email, enrollment date, payment collected, subscription plan etc & develop an application which reads user data from the card reader, authenticates based on the subscription plan and other criteria and instantaneously sends a message to the reader to perform appropriate action (allow/ block/ send audio visual alarm etc) The application needs to keep a log of in time and out time of each user who uses the facility. The log is saved in the same database. The application will also support adding new users as explained above Developers need not worry about any aspect of the hardware to read/ write or operate the gates as this is already proven and in place. Developers responsibility is to ensure that the required command is sent by the application as per the API documentation A well written reader API user manual is attached Work break down Setup a database for about 25-30k users Design and develop an application which Reads data from the reader Parse the data and authenticate using the data base write back to the reader to allow, disallow, indicate, warn etc Adds a new record (user) to the database The following forms will be required A Sales counter form An Admin form to add/ remove operators, add/ remove RFID readers (IP addresses/ MAC address), generate reports from the database (criteria and formats will be provided) The admin will also be allowed to add or remove new subscription plan (ex: weekly, monthly, yearly plan ) The API user manual for the reader is attached
