UK based Excel VBA & Google Apps script expert here. I've built many a script within google apps and should be able to help you out. Automating it at certain times of the year is really easy with google apps as you get to set time based triggers, and it all runs on google's servers so you don't even need to make sure a particular computer/server is running. Not sure if you've already set in stone a data gathering process (i.e. getting the responses), otherwise google forms would be ideal for this is you haven't considered it already - and google forms can be generated within apps script too, and write directly to google sheets.
