Build an accounting website for delivery business

Financial accounting website for delivery route businesses. Unique users need ability to enter accounting information and generate reports. Should be able to enter total debits and credits for the week for a delivery route. As well as enter expenses. Then generate reports based off the data. Also need to have the ability of the site to remote login to an [login to view URL] user portal and strip data from a pdf report to compare with users submitted data to ensure accuracy between the reports and that both sets of data create a difference of zero. In the event of a discrepancy the system shall email end user notifying them of the issue. Or in the case of a full service user the system would notify and admin that would then compile a direct email with the client outlining the reasons for the discrepancies. Example: User inputs total product for a week is $10,000. But user submitted for a credit of $50. The report generated from the parent company through OnBase does not show the credit for the $50. The system would read this as a discrepancy and flag this and notify. This would be a responsive design primarily geared towards a mobile platform. Would also need a system in place for users to setup monthly access payment plan for account. One account should also be able to manage multiple delivery routes. With each route having its own unique login for onbase. Adding multiple routes would also call for additional monthly fees for the service. The system should also be able to manage the onbase login credentials. If a password expires with OnBase the systems should create a new password and update password records within itself. Example If username = USER1 and Password = Password1, after 30 days Password1 is expired, the system with automatically update to Password2 and update within itself and notify the end user of the new password for OnBase. This should be built primarily through PHP.
