Design, Build a freelance news gathering / distribution website

I am looking for an intelligent and attentive developer with great coding skills to put together a start-up freelance news platform. The system must be able to accept new users as writers, news providers etc and be able to allow people to create news stories that show like magazine articles - with stylish headline's, sophisticated text styles and include images. Freelance gatherers can be from anywhere, and the system must be able to recognise their geographic location, and catagorise their news story with internationsal newscodes in mind. The system is a start-up enterprise with limited finds, and so I am looking for a good developer who can understand the project fully, and design a site that looks amazing (Like a main BBC News site or BBC News Magazine - and allow new articles to be created by it's users. For the initial stages at least, the system will run RSS news inside it's own designed windows to look like it is all from our system. As the project gathers new members, we will enter the 2nd phase of the development process. Which will involve selling articles, selling custom press stories, which are affiliated to Google News and other main global news publishers. For the time being, what I am looking for is an excellent design, something that looks and feels like a big world news organisation - but that also mirrors the style of some top sophisticated style magazines when the articles are shown publicly online. The layout of the site is important - from the colour scheme to the positioning of the various news windows on the homepage. The various news catagrories that will be selectable will be: Breaking News Headlines (This will be a ticker moving across the bottom of the screen) Global Headlines The News Where You Are Financial News Headlines Politics Environment Travel Sport entertainment Tech & Electronics Business News Stories Property Transport Weather Horoscope Advertising Classified All of the above categories will link to relevant stories, users can request a more localised set of stories and customise their preferences with the style of mainpage they prefer (My News MainPage) which will then formulate a style of newspaper which the reader may look through, much like a newspaper / magazine. I already have the domain - and I would like to first get the design and style of the site looking right in the first instance. Only then can we begin to develop phase 2 - which is intergrating multi-user platrforms with sophisticated user protocols and security built in. The 2nd Phase will also require the system to be able to add new 'News Gatherers' who can create their own stories for sale (the user can select to show ony the headlines, and the first paragraph of the stories they write, and give the story a 24hr, 12hr, 8hr, 4hr delay time - before the full article is revealed in full and is accessible to all our readers - the delay time will relate to the amount of time the news gatherer would like to give in order for our system to SELL the story to a mainstream newspaper publisher (The site will display ALL major newspapers, TV News channels and others - so that the story can be offered to those re-sellers, who can have the chance to purchase directly from the seller via our system.
