IPad application development for event registration

We would like to have an iPad application that will allow us to manage invitees to events. We would like to have an application similar to [login to view URL] but with a local database in the iPad only. The data will be uploaded from a file in a pre-agreed format. We would like to additional functionalities to this application: first, to be able to take photo of the participant and save it to the participant profile, second to be able to print the badge from the iPad including the photo (design will be provided for the badge) The application must be working only on iPad 1,2 & 3.
