This can be done easily with Java + Spring boot + Postgres + MyBatis ORM + AWS SDK. The memory consumption of this service should be minimal as AWS SDK keeps some data in-memory during S3 upload. Also, it can be done without explicit requirement of the Tomcat server, as Spring boot comes with its own embedded server.
