Paypal Setting and checking codes for reference transaction

I got error "Merchant not enabled for reference transactions" But I don't know how I can enable it in Japanese Paypal Account. I want you to check by sharing my screen for it. You can see paypal dashboard in English. And also I wanna check codes in files for paypal and fix if there is problem. When I tested as sandbox, it worked all fine. When I changed to live mode, it says "Merchant not enabled for reference transactions"
