Fine tuning some location service code

I have a fully functioning app that uses google API to use the users last known location and in the event that the app moves to alert stage, it sends an sms which includes the last known location in the sms. Currently I cannot get the code right to request location updates or send a location with decent accuracy (it seems to hold at an accuracy of 2300m.) So what I need is someone who can add a request update code so it uses a better location accuracy. The app already requests the fine location permissions. The right applicant will need: *Good communication skills *Be able to provide quotes in the app on what coding they have added / changed *To ensure they do not change any of the core coding that may affect functionality *Read instructions carefully and either understand exactly what is needed or ask questions until they do. *Request a halfway milestone, not a COMPLETE milestone. (I have had issues with developers before and it becomes more complicated to reject a milestone than it does to release half the project budget in a halfway milestone.) DO NOT automatically send a proposal without reading the project in its entirety. If you have read everything in the project your proposal or first message you send me MUST start with "Hi Mr. Blue" so i can be sure that you have read the project details.
