PHP script for normal live auctions (bidz.com)

Need to create the front-end and back-end for normal (free) bidding website. Interface and functionality like [login to view URL] with customized branding elements. This is NOT for a penny auction website, but normal bidding website. Three options for development, focus is on development as per requirements and speed of delivery (1) Build from scratch (2) Buy script such as phppennyauction and customize it for normal auctions (3) Buy HTML template and convert it to Joomla CMS + Virtuemart Project cost will depend on which option is chosen for development. We are open to all three as long as requirements and timeline are met. For requirements check out all functionality of [login to view URL] User interface design to be unique.
