Automated Api app to manage my tradeing posts on localbitcoins.com website

Hello, i need an automated api app for local bitcoin which will help to post trades according to parameters, such as follow the highest bidder or lower bidder minimum percentage of market price i allow the App to post etc... and also if a trader wants to buy or sell to me bitcoins then it will give him an answer after 5 seconds, i can only pay maximum 200 USD for this project. there is a trader in there that is chasing my drades and always undercuts my trades, i want to be able to always outbid him but with out the risk of going too low for the bid, for example the bot will execute posting for minimum % from market price or a price that i can setup, and then if that person outbids me again or if he backs off and makes higher bids then the bot will post a trade as close to his but higher so i will be above this person, or the number 1 or according to minimum and maximum i allow. also when i get a message from customer to trade that the bot will send automated message that im online and ready to trade with small message on the website, once someone posts a trade there is a trade opening and there i want the message to appear
