Build a WordPress plugin (and widgets)

Hi, This was posted by a mistake on my old Freelancer profile. I am re-posting it here. I need a WordPress plugin that allows my users to create groups and join groups. User custom fields: 1- Make each user profile includes extra info such as: - Location (Country, City, State) - Hobbies and interests 2- Make each user profile able to create a group/mini blog by entering: - Title/name (example Sport Fans Blog) and description - Category (Sports or Music) and tags (sport, hockey, baseball, etc) - Location (City of the blog - New York Sport Fans Blog) - How many people needed for this blog (10 bloggers/sport fans or 12) 3- Allow the user who creates a mini blog to be sort of admin on that blog (can change some info, accept users and remove users) also send announcements all will see 4- Allow all users to view/leave the groups they are in (example I create a sports mini blog but I can go ahead and be part of a music mini blog - so I am admin of one and maybe a member of a couple) 5- All can write articles and submit for approvals, mini blog admin can see and can approve to make them part of their blog (or better if they can send it to the admin of the website (me) and it gets into the main website) Blog/website main functions: A- Show categories, show groups that were created under that category B- Show blog posts for each category so when I am in Sports category I see sport posts and also sport related groups C- Logged in users can click apply to open groups and write why they would like to be in that group so admins can accept them or not Main website admin (owner of the WordPress blog) i- can delete/edit groups info and remove/add members ii- can see articles submitted by users in groups OR submitted by the group admin iii- approve or not approve the article iv- remove an admin/inactive admin or assign another one v- do anything else important (we will see what might be needed) The start should be by simple customizing the users profiles area/registration page and then adding the function to create groups and join groups. The blogging part is already in wordpress so the next step should be how these articles will be held for moderation. This is not a forum work like PHPBB or something. It should be pretty much WordPress but instead of global moderator, the admins can be moderators. Maybe limit that only WordPress global admin can allow some users to create groups. There is other smaller things here and there. Example: the plugin should work with any theme! If I endup changing a theme, the plugin should be portable to that theme. Info for developers: 1- must be individual not a company 2- current version of wordpress is latest 3- current theme can be any, default one of the free ones (maybe paid in the future) 4- this is a personal website/blog for now, I am not a company. You must ask questions and have clear idea on the work required. Work must be your own code, maybe with help from plugins that are currently available. Also you should write secure code, comment so others can understand your code and use WordPress guidelines. Thanks,
