I have Done this type of App in android I have 5 Year Experience ion android I have developer more App like E-commerce video play ,streaming ,chat App etc.

If you want to stream it to youtube I can do it for $133 But the development may take on an average 3,if you want it faster then the rate can go up .Design will not be visually appealing

Coming to the Project, I see that you are trying to stream from android camera to a web server. The best approach for this would be Java native interface. If you are using your own hardware with custom Android OS then i would definitely suggest a complete native application Perks of using Native 1) Te execution time of the application is very fast when compared to byte codes running on JVM. 2) We shall make use of hardware encoding and decoding systems via Gstreamer. 3) Stability of Gstreamer pipelines Code Flow (for non rooted device) Query frames via Android Camera HAL - > encode the frames(H264) -> send the encoded packet via UDP protocol to the server.
