Need a SaaS developer to create web-based software

I am looking for a skilled SaaS developer to work with me on creating a SaaS application that has the look of a fillable PDF form and all of the functionality of a Zoho/Wufoo type survey form. It must be able to do all of the following: permit large file uploads, have mandatory fields that cannot be skipped, SSL certification (secure site), can be accessed via a client log in and password, its own URL, it must be logic-based (utilizing rules) to pop up new fields, autosave the form entries, allow users to re-enter the software where they left off (record IP addresses), return to the software after form submission to add/change their information, accessible via pc/tablet/mobile phone, I must be able to edit the forms monthly/when needed, permit large file uploads, and I need to be able to see and access all form responses and document uploads. I don't want something I need a subscription to, as I want to own and have total control over the software. This SaaS will be marketed to attorneys. This will be a large project that will likely take around 6+ months. I plan on having the SaaS created in roughly 9-10 sections, with payments made to the freelancer as each section is completed. Bids must reflect the total amount you wish to be paid for the project.
