Seeking talented Mobile App Developer with Full Stack Skills for app Development

In my search to find a talented developer to create the front-end for my app which requires back-end server API communication encrypted with SSL and routed through TOR Onion Routing Service, I have come across developers and designers claiming to have the ability ....but no skill.
