Hello. You need WebRTC to capture strream on client side. This is pure JS and JQuery annd is a tons of options available. After that, we will done rest of needed operations. Basically you dont need Wowza or anything similar. WebRTC does not need server in real meaning of word. Any HTML page is enaught. Of course server is needed for storing links, login / register etc etc. I will use PHP, Node.js and websockets Also, depending of your requests, price can be a bit higher, but nothing spectacular.
