We are a firm or company submitting a proposal in order to attain a contract with the state of Washington. We need you to write an offer, proposal, or quote for services submitted in response to the state's RFP. COST PROPOSAL Project Summary: K-12 Website Redesign and Branding The Office of Superintendent of Public Instruction (OSPI) is the primary agency charged with overseeing K-12 public education in Washington State. OSPI works with the state’s 295 school districts to administer basic education programs and implement education reform. OSPI is headquartered in Olympia, Washington. The purpose of the OSPI Website is to support the agency's mission by serving the needs of the K-12 public education community, including but not limited to: - Certificated teachers. - Classified staff. - School Administrators. - School district personnel. - Educational Service District (ESD) personnel. - Parents and students. - Media. - Researchers. - Legislators and staff. - Education associations. The current OSPI Website is very difficult for our audience to navigate. Last redesigned in 2001, it has an older look and feel that lacks the appeal and usability offered by current best practices in web design. It is organized by the agency's internal support structure rather than by user or task. The site content is updated several times every weekday. Peak traffic months are September through June, with dips in traffic during weekends and public school holidays (winter and summer breaks). Website traffic during a peak month reaches 225,000 visits and 775,000 page views, and during a slow month dips to 150,000 visits and 450,000 page views. Problems with the current site: - Inconsistent look and feel across pages. This gives users the impression that the site is old, outdated, and unreliable. - Navigation based on OSPI's internal organizational chart. This requires the user to have an intimate knowledge of the lingo, and therefore is not task or user-focused. - No searchable document library with assigned metadata. Files are not searchable by the search engine, and are organized by department directory without a central location. - No social media integration, multi-media content such as video, printer-friendly version, or email/share option. The user is unable to save a personal copy of the information or share it with a friend. - No pre-established templates and slow web development. - Too much content; inconsistent content strategy for the site as a whole. - Information architecture that is neither mobile friendly or responsive. In anticipation of a major redesign, OSPI has focused on removing outdated content, rewriting content for readability, producing new content to fill gaps, and eliminating unnecessary files and Web pages. Today, the site houses 2,200 Web pages, 153,000 PDFs, and 16,000 Office files. The public website includes Apportionment data ([login to view URL]) OSPI is now ready to redesign the architecture and implement a modern look that assists site visitors with completing their work and answering their questions. The new site will be built on a Web Content Management System (WCMS) that will be determined during this project. The ideal vendors will have a team of individuals that understand state government and the K-12 education sector. To be successful, the vendor will also need strong graphic design skills, information architecture skills, extensive knowledge of Web Content Management Systems, experience with responsive and mobile design, usability best practices and standards, and usability testing skills.
