I can easily do this assuming you already have a VPS server that runs windows server 2008 or later, that is the server where the downloader will run and automatically saves the xml file to a directory that can be downloaded.

i have done many of these kind. I have done many window services like this. this can be done by window service or any thread which can run after any kind period of time.
