Windows desktop coder for coding UI of a registration template app

We are looking for an experienced windows developer who can code a designed UI for a registration template. This template will have several boxes that will make up 2 pages of a windows screen (scrollable or clicked to go to 2nd page). On each page, there are several boxes of different sizes (14 on the first page, and 6 on the 2nd page). Information can be typed into these boxes. The main point of the project is to use logic to compensate the spacing of the UI. So that will comprise of 3 tasks: 1. If the box which had a designated BUT FLEXIBLE size.......is filled with information and more information than its designated size was put into it.........the box "smartly" expands and expands to compensate the extra information. 2. Now if 2 boxes which are "sister boxes" are put beside each-other are designated a certain space..........and if one box is completely empty, and the other box is overfilled.........the overfilled box can take the SPACE of the empty box 3. The Boxes are "collapsable" and expandable ONLY IF empty. Thus if a box is empty, and is clicked on.........then it should collapse, thus creating more space elsewhere on the template. 4. The boxes are movable on the template, using good logic, but with some restrictions. We need an experienced windows developer who has a good sense and idea of spacing in templates, making the template flexible and adaptable depending on how the information is entered into the boxes (the boxes are basically information boxes where you type in a person's information). The design is already done by a very experienced designer. No need for attachment of information into back-end or anything else. A "reset" button can be made, in which when pressed, it empties all the contents of the boxes. This is a project concerning the FRONT-END, and trying to play around with spacing and trying to obtain proof of concept for front-end. If that goes well, then a new project can be created in order to attach the info to back end. But UI and user experience is priority number 1 right now. Thanks.
