Totally complete makeover of my website

Hi, i have website which i need a complete makeover from good graphics design with my logo to photos to auto chatting function at less price , at present i have domain and hosting also for my existing website [login to view URL], In this website i need add to request function like this [login to view URL] where people can add request to deliver the product at its address and pay Cash on delivery or COD option ,Please note it will not be a e commerce website , and i should have option to change prices of the product and add new product also , in my website approx 1000 items i want to add from all brands like LG, DAIKIN, HITACHI, MOBILE PHONE and banner should also be there flashing offers and so....also want to know what would be the maintenance cost annually? the website should be responsive and should be mobile view also
