USB digital i/o module used to run pc applications when 12 volt signal applied on one input

Hi Men, I need to enable my USB webcam application when I put my car in reverse. The WIN XP computer in the car has limited I/O and my only available ports are USB. The motherboard is a Mini ITX. I want to use the below USB digital I/O module (or another better suggestion from you) as an input device to run my webcam application. I will be using the +12 volt line from the reversing lights as the trigger. Any other suggestions as to how I could achieve this outcome in a simpler way will be an attractive offer. I am capable of some electronic construction. Can you write a program that will run a specified *.exe file(configurable) for all inputs. A simple Windows Visual Basic interface would be nice Can you also design a simple circuit that will safely allow me to connect 12 volts to the input(s) as the trigger ...and plug into a USB port. Can you please make it close the program when the input is lost?(override check box to disable this option when needed) Can you make it possible to force on fullscreen and "always on top"while the app is running?(override checkbox to disable this option when needed) I will be plugging interface into a USB2 or USB3 port so I expect that power supply is not an issue. please see details for device as below.....
