Create SVG vector animations based on existing drawings and FLA files

I'm a web developer working on a project involving a number of animations. I have six illustrated scenes with various animated components that need to be displayed on a website. An animator has already created FLA files that show the animations but the files aren't suitable because the animated components aren't entirely vectorised and able to be exported as SVG. For example, in the attached image, the dog is supposed to be wagging his tail. A wagging, vector tail has been animated in an FLA file but the dog is still a raster image. I'm looking for an animator to take this file and trace the dog element, convert it into a vector, with a wagging tail, so that it is possible to export each frame of the animation as an SVG. I'd like the project to start with a single illustration and a single animated component, to ensure that the requirements are understood. Then, the remaining illustrations and components can be fixed.
