C++ to get remote users information

we need an external library to get the remote user information ( id , ip , client name/computer name, user name, login time ) to link to our powerbuilder existing application . please check on the task manager, users tab, that's the informations we need . I had google, there's some vb script, you may translate it to C++ and generate a .DLL file This is a fixed budget job ($25), if it can't fit your value, please don't bid .
