Responsive website template with modern tooling (Sass, Gulp asset pipeline, Html5/Css3, responsive)

Design a single massage website “master template” using responsive design and other modern technologies such as Sass, and an asset pipeline in Gulp (node.js tool), with the idea that in the future, many derivative works can be easily created by swapping out stock photos and CSS styles to create additional templates. The master template should have an optimized experience for desktop, tablet, and mobile phone. We are asking this to be build with some specific technologies: Bootstrap 3.x for the grid/front-end framework, Saas for custom CSS styles, Gulp for an automated asset pipeline (compile saas, concatenate/minify css/js). Please do not bid if you are not willing to use all of these technologies. You should be able to do custom Bootstrap builds to reduce file footprint by not including unused components, and be able to customize Bootstrap visually so it looks more unique. For deliverables, we expect all source assets and production assets. We should be able to replicate the Gulp asset pipeline you have set up for this project, and be able to generate production assets from source assets. Again one of the primary goals is to be able to create new derivative works from this single master template efficiently using modern tooling. This project budget is entirely for your work. We have a separate budget to license stock photos for the design. We'll be selecting a candidate that is a combination of a good price, and has an excellent portfolio and reputation, and experience with the requested technologies. Thank you
